About CARA Welfare Philippines

CARA Welfare Philippines is a volunteer-driven, donation-funded non-profit working toward a Philippines where humans and stray cats and dogs can safely and compassionately coexist.

Ms. Nancy Cu Unjieng, alongside a passionate group of animal lovers, founded the NGO in the year 2000 with a shared mission: To foster a safe community for humans by advocating and raising public awareness on the need for accessible sterilization, veterinary care, rehabilitation and rehoming services for stray cats and dogs.

Now almost reaching its third decade pushing for a safer, kinder Philippines for the strays, CARA is devoted to:


Keep CNVR at the forefront of humane, community-based animal welfare

Continue its ongoing efforts to care for and rehome the rescued cats and dogs in its care

Continue education and awareness campaigns in schools, private communities, and LGUs on Responsible Pet Ownership and the importance of CNVR.

Cultivate long term, sustainable partnerships with local organizations through their CSR programs

Expand our activities, programs, and reach through partnerships with international organizations

CARA's Core Programs

Low Cost Spay & Neuter

CARA offers affordable spay and neuter services for both aspins and puspins.

The single biggest barrier to responsible pet ownership and the humane management of strays is often not awareness, but the cost of the procedure and access to it.

By keeping our rates low, we make it easier for anyone to take meaningful action for the animals in their care, including those that reside in their shared communities.

Choosing CNVR not only improves the health and well-being of the individual cat or dog. It also reduces the prevalence of accidents, violence, and suffering caused by uncontrolled stray overpopulation across shared spaces in an already crowded city.

Rehoming and Adoption

CARA is not a shelter.

However, due to several unfortunate circumstances, CARA had to take action. Through the years, we have rescued and rehabilitated hundreds of strays who were found in critical condition.

We have continuously cared for them and provided them with a safe temporary home before we find them a new family.

We champion the #AdoptDontShop movement and we’re doing our very best to connect the cats and dogs in our care with responsible, loving adopters who are ready to give them a new home and a second chance at a good life.

CNVR & Responsible Pet Ownership

CARA is one of the Philippines' leading champions of CNVR and a trusted resource for training, guidance, and support. We work with a wide range of communities: from barangays and public schools, to private villages and commercial establishments.

CARA helps both public and private sectors across all demographic levels to set up and sustain effective CNVR programs.
